三个词构词方法相同pro向前+cess/ced/ceed(走)，所以意思也相近。
process使用最广，包含一切自然工程和人工程序。
procedure指人为办事程序(强调步骤性)。
例：admission procedure入学手续； procedure of teaching教学步骤
proceedings含义最窄，指会议统计(统计会议进展) 和诉讼程序。
