摘要
面对银色浪潮的冲击,社会养老负担沉重,家庭养老功能弱化。不少学者提出
必须加强和完善社区养老。但是,社区养老的概念及其他,目前尚未有明确的界定
和研究。或者,只是单一地研究社区服务中针对老年人的部分。
社区养老是社会转型时期不可或缺的一种养老模式,它是社会养老和家庭养老
的重要补充。我国城镇社区养老的构建与完善将是本文探讨的中心。目前,我国城
镇社区养老存在多种问题。观念落后,意识不足;社区管理体制落后,基层社区组
织权责不一致;社区管理资金来源有限,资金严重缺乏;法律法规不健全;基础设
施差,服务项目少;专业工作人员缺乏,志愿者队伍不足;地区发展不平衡。必须
从以下各方面着手构建社区养老:法律上,加强法制化;政策上,加强基础设施建
设;组织上,建立专门的职责部门;具体措施上,提供多层次的全面的社区养老服
务;理论上,加强理论建设。本文在研究方法上,以文献研究为主,辅之以少量调
查研究。本文的创新点,主要在于完整系统地阐述了社区养老模式,并将社会工作
及社会工作者的概念正式引入到社区养老模式中。

Abstract
Faced with the impact aroused by the serious aging, social support for the elderly sits
heavy on. In the meantime, the function of family support is getting degenerate. A lot of
scholars bring forward munity support for the elderly should be strengthened and
consummated. At the same time, the definition and the orientation munity support
for the elderly have not been confirmed.
Community support for the elderly is a indispensable the mode for the elderly with
society transformation, as the plement to social support and family support
for the elderly. The most important point is about the foundation munity support for
the elderly in family support system. At present, there are many problems in our country. We
should munity support for the elderly in all aspects. Literature investigation is the
leading way. The foundation munity support is a systematic project. What’s the new
point? Integrated expatiation munity support, and the introduction of social work
and social worker munity support.
