摘要

民族地区社区建设是社会主义新农村建设的一个重要方面,是民族地区农
村建设的切入点和突破口之一。现阶段民族地区农村建设有了新的变化,出现了
新农村社区建设的新特点,民族地区农村建设得到了全面改善与提升。通过社区
这一崭新的平台,给予民族地区农村发展一个新的载体,使得民族地区农村的发
展上一个新的台阶,同时民族地区积极推动农村社区建设,为今后民族地区农村
可持续发展奠定坚实的基础。
民族地区农村社区建设有三层含义:一是统筹经济、政治、文化、社会的整
个社区的全面建设;二是与经济建设并列的农村社区设施、文化、环境等方面的
建设;三是狭义上的专指民族地区农村设施的建设和农民生活环境的改善。生产
发展是民族地区农村社区建设的基础;生活宽裕是民族地区农村社区建设的价
值目标;乡风文明是民族地区农村社区建设的支撑因素;社区设施建设是民族
地区农村社区建设的直接体现;管理民主是民族地区农村社区建设的制度保
证。在充分考虑我国国情的前提下,我国在民族地区新农村社区建设的过程中,
应坚定不移的坚持政府主导的建设原则,加大民族社区建设的投资力度,为民族
社区建设提供强大的资金支持。在建设主体方面,政府应引导广大的民族地区农
村居民积极的参与到社区建设中,让民族地区农村居民真正认识到自己是改变自
己生活、生产环境的主体力量。
本文着重研究民族地区“与经济建设并列的农村设施、文化、环境、民主政
治等方面”的社区建设。主要包含以下几个方面的内容:农村社区设施建设、农
村社区文化建设,农村社区生态环境的改善和民族社区民主政治建设。从民族社
区设施建设入手,尝试从民族社区经济建设、民族社区设施建设、民族社区文化
建设、民主政治建设等方面,并结合实地调研过的建始县新农村建设的实践,来
探讨我国社会主义民族社区建设的新思路。

Abstract

Community construction in ethnic regions is an important aspect and also a
starting point or a breakthrough point when we are building new socialist countryside.
At the present time, the rural development has got new changes; munity
construction of the new countryside has appeared new features; the construction of a
new socialist countryside has got an overall improvement and upgrade. We believe
that the brand-new platform of the munity will give rural development a
new carrier, and will promote the development of rural areas to a new stage. It will
also lay a solid foundation for sustainable development of rural areas in future.
The construction of munities in ethnic regions includes three parts in
meanings: Firstly, It coordinates prehensive construction of the whole
