摘 要
本文通过了解供电公司的管理现状以及同业对标工作的发展趋势。建立先进的同业对标指标信息管理平台，快速、准确地收集各部门同业对标指标数据，将供电公司同业对标工作全面信息化。采用最新的信息技术和科学的统计方法进行指标分析，为供电公司实现对同业对标指标的量化分析和指标的科学化管理进行新的探索。从而实现 “用指标评价企业，用业绩考核企业”的目标。
系统开发语言选用Visual Basic ；数据库选用SQL sever 2005。以供电公司为主要对象，针对供电企业的同业对标指标管理的具体需求，我们进行了系统的分析、研究和实践工作，使系统主要实现一下功能：实现对供电公司同业对标指标的管理，如各指标数据的录入、查询、修改等；设置指标的计算方法。进而对指标及报表数据进行计算并用不同的算法展现，如展现指标的平均值、中位数、去年同期值、指标的增长特征等；对指标报表进行灵活的查询分析，如时间序列分析等；设置指标的上下界。对超过界限的指标进行预警；进行严密的权限控制机制。包括实现用户、角色、权限、日志等的管理功能。
论文从同业对标系统的背景和现状分析入手，明确了课题的研究意义；文中对系统所设计的技术进行了简单介绍，包括Visual Basic sever 2005。随后对系统进行了需求分析，对需求的获取模式和分析方法以及系统的功能性和非功能性需求进行了描述，并对系统的总体架构进行了设计，讲解了系统的模块划分和各模块的主要功能、数据库的设计等；然后逐步描述了各部分的实现，详细说明了系统表现层和业务层实现中的关键问题；最后对项目进行了总结。
该系统的初步的应用结果表明，系统功能较为完善，能够较好地满足应用需求，对为优化企业管理和工作流程、提升企业管理水平有一定的促进作用。
