浙江大学硕士学位论文金东区主导产业选择及发展对策研究姓名:徐根生申请学位级别:硕士专业:公共管理指导教师:许庆明 20041101 摘要一个地区主导产业的状况决定区域经济的总体状况。几年来,金东区在经济开发区过程中盲目引进各类项目,导致企业规模小,产业集中度低,组织结构分散等分散化的“过度竞争”现象,影响区域经济综合竞争力的提升。本文从主导产业的界定入手,阐述主导产业的理论基础和选择基准,根据金东区的工业产业现状,按照主导产业所具有的阶段性、区域性和关联性等特点,确定金东区主导产业选择的产业规模、市场需求、部门带动、比较优势、科技进步等原则,并建立由需求指标、技术进步指标、规模指标、经济效益指标和产业优势度指标组成的主导产业评价指标体系:利用主导产业评价指标体系,对金东主要产业进行综合评价,通过定量和定性筛选,选择食品加工、通用设备制造、金属制品业等三大产业为金东当前主导产业。从产业政策扶持、拓宽融资渠道、产业链招商、提升产业结构、高新技术改造、人才培养和引进以及优化产业环境等方面提出主导产业发展建议。通过金东区工业主导产业的选择和布局的实证分析,提出我国县域特别是欠发展地区应该利用自身优势,在加快工业总量扩张的同时,科学定位本地区产业基础和产业优势,选择并培育区域主导产业,并通过主导产业建设, 建立起具有自身比较优势的产业结构,增强地区经济综合竞争力。关键词区域经济主导产业选择培育 Abstract The dominant industry determines thegeneral development situation ofthe thelastfew years,different types ofprojects have been in订oduced to Jindong District inthe process of economic development,resulting in“petition'’of smallscale,low centralization,scattering structure and influencing theimprovement petition ofeconomic with thedefinition ofdominant industries,the articleexplains the basic theory and choosing standards ofdominant industries,sets up theprinciple ofindustry scale, market demand,department parative advantages and technological progress and determines theindex system ofdemand,technology,scale,economic returnandindustryadvantage according tothepractical situationofJindong District and stages,regions and processing,general equipment manufacturing and metal products are considered asJindong’Sdominant industriesby using theevaluating are alsoincluded inthearticle,such asthe preferential industry policies,wide financing ways,industry chains attracting, industry structure bettering,new technology improvement,talents cultivation and industry environment article atlastput forward thattheeconomic development ofcounty—level inChina should make good use ofself-advantages, enlarge theindustry volume,locate theindustry baseandadvantages and selectand cultivatethedominant industrieswithin
