执法经验的执法队员，集中利用一个月时间，率先在全省海洋与渔业执法系统中开展编写了《漳州市规范海洋与渔业行政处罚自由裁量权工作手册》，将各类不同的行政违法行为及对应的处罚种类、处罚幅度，分门别类进行细化。《手册》出台后，支队所查处的各类行政案件，均按照《手册》规定的行政处罚裁量幅度实施处罚，实行阳光作业，至年底，共办理海监案件4起，渔业案件22起，。《手册》的编写出台，进一步规范了行政执法办案程序，也使行政相对人也心服口服，减少了行政争议发生。
四是抓好培训工作。今年共选派执法人员20多人次参加上级部门组织的法律和业务培训，鼓励执法队员参加多专业执法资格培训考试，参加海洋监察员证书、渔业执法资格证书和渔业船舶验船师资格证书培训取证，提高队员综合素质。
五是加强政风行风建设。支队自参加2007年度漳州市民主评议政风行风工作以来，坚持以政风行风建设为核心，以广大服务对象和社会各界广泛参与为基础，认真解决群众关心的热点难点问题，以群众满意为基础，深入开民民主评议工作，广泛宣传发动，深入查找问题，有力落实整改，极大提高了服务对象和社会满意度。今年4月，支队在全市民主评议政风行风活动中，获得了2007年度漳州市民主评议政风行风第二系列(行政执法单位)考评第一名的好成绩。
(二)加大海洋执法监察力度，实现“海盾”案件查办零突破。
