碳关税对我国纺织服装业出口的影响分析
摘要
纺织服装行业是我国的传统优势行业,为我国的出口创汇做出了重大贡献,但是近年来,世界环境问题的日益严峻、西方发达国家金融危机的出现和贸易保护主义的抬头,使得国际贸易中对没有承诺节能减排的国家征收碳关税已成为一种趋势,比如,欧盟已经对航空开始征收碳关税,美国已经立法从2020起对不实行碳减排国家的进口产品有权征收碳关税。因此,预先了解发达国家的碳关税对我国纺织品服装出口的影响,并采取相应的对策,有效跨越有关纺织服装行业的碳关税壁垒,已经成为我国政府和企业急需解决的问题。
本文从碳关税壁垒的理论概述出发,采用逻辑分析的方法,分析碳关税产生的背景、发展趋势、定义和特点,进一步研究碳关税的经济效应;接着分析我国纺织品服装的发展现状和特点,进而分析发达国家对纺织品服装征收碳关税的可能性;然后在国际贸易理论分析框架的基础上,融进碳关税的影响因素,构建一个局部均衡的碳关税模型,建立一个两国局部均衡模型,来分析发达国家征收碳关税对我国纺织品服装出口的影响;最后从宏观和微观两个层面提出了纺织品服装出口突破碳关税壁垒的相关策略。

ABSTRACT
Textile and clothing industry is China’s traditional advantage industry, which has been China’s major export. But in recent years, severe environmental pollution, financial crisis of developed countries and international trade protection make it e a trend to impose carbon tariff on countries that haven’t promised reducing co2 emission. For example, European Union has imposed carbon tariff on aircraft, while America has legislated that she has power to levy on ing from countries that haven’t promised reducing co2 emission. As a result, it has been urgent for China to realize the impact of carbon tariff on China’s textile and clothing industry as soon as possible and take appropriate measures to effectively across the textile and garment industry.
This article starts from overview of carbon tariff barrier theory, and analyses its background, development trend, concepts, features and economics effects through logic analysis method; Then status and features of China’s textile and clothing industry and the possibility of the developed countries which levy on developing countries’ products are analyzed; In addition based on international trade theory, the article studies the impact of carbon tariff on China’s textile and clothing export by establishing a part balanced model of carbon tariff. Finally, relative strategies of settling carbon tariff from a macro and micro levels are made.
