The government work report proposed in 2008 emphasizes the vital importance of governments' construction in government work. Government is not only the executor of the public right and the formulator of the public policy, but also the manager of the public affairs and the provider of the public service. The government should have the abilities and take the responsibility to deal with various crisis and sudden events. The managing process of the crisis is also the interaction process of information. If we can not collect and deal with the information rightly, comprehensively, correctly, we will fail to make the crisis decision-making rapidly and scientifically and do the crisis information management essfully and effectively. While facing the sudden crisis, the fact that how to prevent, response to and relieve and dispel the crisis, to recover the society order, guarantee the public interests and to promote the people's belief in the government and realize the sustainable development of economy and society has e the difficult problem to the government. This paper firstly introduces the background of crisis management and some relevant concepts and gives the definitions of some basic concepts and proposes the research methods, innovation ideas and research framework of this paper. Secondly, it arranges for the research status of middle-western crisis management theories on the basis of public crisis management theories by using literature research methods, comparative methods and then makes a analysis of native crisis management status.
