2、爱尔伯福制
爱尔伯福制是德国爱尔伯福市于1852年开始实施的一项社区救助制度。仿效汉堡制，但有不少改进。
将爱尔伯福市按人口数量平均分为564段，每段约300人，其中每段贫民不得超过4人，段为基层组织，每段设一名赈济员，赈济员是志愿工作者，由政府委派地方热心人士担任。赈济员主要负责对贫困家庭的调查，确认贫困后再予以救济，以后每两星期还要进行追踪调查。为防止受助者产生依赖心理，发给的救济款是法律规定的最低限度。

每14段为一赈济区，区设一名监察员，领导由14个段联合组成的赈济委员会，定期开会，指导各段的赈济工作。段为中层组织，上面还有负责全市济贫工作的中央委员会。中央委员会统一管理全市的济贫所、医院等救济机构，是全市济贫工作的最高管理机构，也定期开会。
韩国的新村运动
第一阶段（1970-1980），农村开始的以官方为主导，政府提供资源，农民自治，加强基础设施建设；
第二阶段（1981-1988），民间主导。成立了新村运动中央本部，全国建立组织网络。运动由农村波及到城市、企业、工厂中。目的是节约资源（石油危机）；
第三阶段（1989以后），重在精神建设。
启示
思想宣传、精神贯彻要与农民的利益相挂钩，使他们得到实实在在的实惠，而后才能内化；
