（二）开采矿区所在地乡、镇政府，村级组织或有关单位对矿区治理的要求；
（三）根据矿区所处位置，对本矿山生态环境治理的基本原则；
二、矿山生态环境的现状
（一）矿山当地的自然环境植被复盖情况，包括草本、灌木、乔木原始的生长种类、名称、密度等；
（二）植物生长表土的厚度，土壤类别、酸碱性及地表侵蚀、冲刷与流失情况；
（三）当地的降水、地表水、裂隙水资源与径流情况及土的蓄水功能；
（四）以往开采对当地生态的破坏情况，包括已有边坡的垂高、平台宽度、长度、坡面角、边坡角等要素。对凹陷矿坑的封闭圈标高，开拓系统现状等（附照片）；

（五）矿区周围影响开采、治理工程的情况，包括其余矿山、建构筑物、民居村庄、高压线、道路、河道分布情况等（要有矿区现状图）。

三、矿山开采将对生态环境产生影响和破坏的分析
（一）周围环境的影响；
（二）地形地貌的破坏和水土流失；
（三）植被的破坏程度；
（四）山坡的稳定和地压平衡的破坏；
（五）矿山废碴和污水对环境的影响。
四、露天矿山治理的要求
（一）露天矿山治理的原则
矿山生态环境治理是采矿工程的延续和组成部分，要贯彻边开采边治理的方针和原则。最佳的生态环境治理方法应与采矿工艺密切配合，统一规划、协调进行，既满足采矿生产的要求，又符合生态环境治理的要求，从而达到总体较佳的经济效益。要对矿山土地资源恢复再利用的途径作出建议与评价。
（二）最终边坡要素要在边坡稳定，消除地质灾害的前提下与矿山生态环境治理的统一性与可行性相适应。最终平台要有因治理工程需要的交通联络通道。要求最终边坡采用预裂孔控制爆破工艺，矿山最终边坡要素的大小，可根据矿山所在地的位置及对复垦、复绿的不同程度要求考虑；
