以社区为单位管理济贫事务的制度，创立于德国的汉堡市。
具体措施：将全市划分为60个区，每区设1名监督员，负责对该区贫民进行调查和救济。市政府设立一个中央办事机构，联络各社会救济机构协同工作，总理全市的济贫业务。包括为失业者介绍工作，给贫困者提供救济，将贫苦儿童送往工艺学校学****就业技能及语文，把患病而自己无钱诊治者送往医院治疗。同时，规定市民对沿门乞讨者不准任意施舍，以防止把一些乞讨者养成好逸恶劳的懒汉，这样也有助于城市的市容管理。(13年)
2、爱尔伯福制
爱尔伯福制是德国爱尔伯福市于1852年开始实施的一项社区救助制度。仿效汉堡制，但有不少改良。
将爱尔伯福市按人口数量平均分为564段，每段约300人，其中每段贫民不得超过4人，段为基层组织，每段设一名赈济员，赈济员是志愿工作者，由政府委派地方热心人士担任。赈济员主要负责对贫困家庭的调查，确认贫困后再予以救济，以后每两星期还要进行追踪调查。为防止受助者产生依赖心理，发给的救济款是法律规定的最低限度。
