千祥镇文化建设规划
of rural drinking water sources, protection of drinking water sources in rural areas by the end of th，在全镇形成30分钟文化活动圈。2010年前，文化达标村的建设要达到8个，到2015年文化达标村创建数达到18个以上，未创建的村也要基本符合文化达标村的基本要求，公共文化服务条件和服务能力再上一个新台阶。
　　二、大力加强农村文化活动队伍建设。镇文化站要加强文化队伍建设。文化站与有关村联合组建或以其它方式组建较有特色且有一定水准的5支以上的文化活动队伍，利用区域文化资源和传统优秀民族民间艺术，打造特色文化品牌。加大力度，积极支持溪南、溪北、三联、民主四个区域文化活动中心的创建活动。四大区域文化活动中心，以各自区域的特点和民俗风情，努力创建特色文化队伍。鼓励区域和村庄成立文艺宣传队。到2015年，每个行政村都将建有经常活动的文化队伍3支以上，区域文化活动中心所在村建有5支以上的文化活动队伍，全镇具有各类文化活动队伍100支以上。

　　三、大力培育特色文化品牌。按照农村文化“一镇多品，一村一品”的要求，对四个区域特色文化品牌进行挖掘和培育，根据各区域传统文化和生态文化的各自特色，培植四大特色文化品牌。在此基础上，各村要根据各村的特色，因地制宜，组建1支以上的特色文化活动队伍。到2015年全镇将形成各具特色的文化品牌系列，为繁荣群众文化生活，奠定一定的基础。
　　四、要大力加强文化人才的培训。健全培训机制，创新培训方式，
　　文化站要制定每年度培训计划，组织举办文化队伍培训班，有计划分批次对全镇文化管理员或文艺骨干进行系统培训。对已有文化活动队伍，要寻找活动队伍的共同特性，有针对性地定期组织培训，不断提高文化骨干的业务素质。对新的文化活动形式，要加强引导和培育，通过强化组织培训，广泛开展活动，进一步丰富群众的文化生活。要积极发挥综合文化站的综合作用，举办各类法规、政策培训班、科普讲座、农林技术知识讲座等，不断提高农民群众的科学文化素质。到2015年，每年安排各类培训10期以上。
