影响施工项目成本管理的因素分析及对策
【摘要】建设工程项目成本管理贯穿于项目建设的全过程,是一个动态的管理过程。各个阶段的控制管理各有其特点,只有全面系统地了解其特点并制定相应的控制管理措施才能有效控制造价。然而,各工程项目又都有其自身的特点,所以全过程成本管理除做好各阶段控制管理外,尚应根据工程项目本身的特点,制定一整套有针对性的、操作性强的项目成本管理办法,并且责任到人,将项目的成本管理落到实处,努力实现经济效益、社会效益的协调发展。

【 abstract 】 the construction project cost management throughout the whole process of construction project, is a dynamic management process. Each phase of the control and management of each has its characteristics, only prehensive system to understand the characteristics and make corresponding control management measures can we effectively control cost. However, the project and has its own characteristics, so whole process cost management in addition to making every phase control management outside, still should be based on the characteristics of the engineering project itself, formulate a set of targeted, feasible project cost management measures, and individual responsibility, will the cost of the project management on feet, make effort to realize the economic benefit and social benefit coordinated development.

1 项目施工成本管理的内涵
施工成本管理是在保证工期和工程质量满足合同要求的前提下,对项目实施过程中所发生的费用,通过计划、组织、控制和协调等管理活动实现预定的成本目标,并尽可能地降低成本费用的一种科学的管理活动,它主要通过技术手段( 如施工方案的制定比选)、经济(如核算) 和管理(如施工组织管理) 活动达到预定目标,实现盈利的目的。
