苏州加工贸易发展的现状与对策研究
摘要
苏州加工贸易是以外资带动出口加工,发展外向经济的模式,这种规模型扩张的模式在工业化发展初期可行。苏州加工贸易发展的现状主要有经济高速增长,但当地居民并未从中获益,加工贸易附加值较低;本土自主创新不足,对外资的技术依赖性强,但外资的技术外溢效应并不明显;本土企业和外资企业的配套不足,企业仍以劳动密集型的生产为主,跨国公司的根植性较差;本土企业尤其是民营经济遭到挤压,民营科技企业融资渠道较少,资金短缺。对此,给予苏州加工贸易发展的对策研究主要有:民营经济等本土企业的发展必须得到政府的重视,发挥服务型政府的功能;培养一批本土企业;实现由规模型扩张到内涵型增长;“以外促民”;科技创新,技术创新,努力把“苏州制造”尽快变为“苏州创造”。

The processing trade is using foreign capitals to bring along and exporting processing, develop the mode of export-oriented economy. The current situation of processing trade development of Suzhou grows at top speed, but the local has not benefited from it, the added value is low, lacking of self-create, the technological dependence to the foreign capitals is strong, but the technology of the foreign capitals overflows the effect is not obvious.
