农产品流通体系建设对于引导农产品生产、促进农产品流通、满足城乡居民农产品消费需求有着重要的意义。我区作为全市的中心城区和旅游核心效劳区,其农产品流通体系建设对全市农产品流通体系建设无疑将起到风向标的作用。因此,探讨和研究如何完善我区农产品流通体系的问题,对促进我区乃至全市农业现代化建设无疑具有重要的意义和价值。
一、我区农产品流通过程中存在的主要问题
我区地处张家界市南部,境内属中亚热带山原型季风性湿润气候,℃,历年日照1450h,四季温和,光照充足,生态环境优美,历年平均降水量1497mm,是宜农宜林的山区,非常适宜农作物生长。但受小生产与大市场之间的影响,农产品产销之间的季节性、区域性、风险性与消费需求的均衡性、多样性矛盾比拟突出。主要表达在以下几个方面:
〔一〕农贸市场建设落后
农贸市场是我区农产品流通的主要平台。目前,我区有各类农贸市场50个,其中城区27个,农村23个,㎞2,商品年成交总额约20亿元。但没有一家成形的批发市场,仅有少量蔬菜批发的新峰市场也只能勉强算作处于初级状态的批发市场。现有的农产品市场中,规模较大、根底设施相对较完善的只有奇峰、新峰和边贸3个市场,其余的不是有场无市,就是自然形成的有市无场,农村甚至还有17个是马路市场。总之,

我区农贸市场整体水平和档次仍然很低,市场设施简陋,功能不完善,交易方式落后。
〔二〕中介组织建设薄弱
一是中介组织数量少。目前全区农村经济合作组织只有一个养猪协会、一个脐橙专业技术协会和两个碰柑协会。农村普遍缺乏具有独立产权的代表农民利益的经济组织,加上分散、细小的生产经营方式限制了农民的交易方式,导致农村经济合作组织缺乏市场竞争力和自我保护力;二是中介组织水平不高;以上中介组织的组织者和参加者文化水平都不高、素质低。他们当中以农民、打工返乡者为主,文化程度以初中生居多,信息获取方式也较落后,且资金量比拟小,经营规模开展缓慢;三是中介组织规模小。以养猪协会为例。目前该协会成员仅限于官黎坪办事处的局部农户,年生猪出栏缺乏4000头,尚不能满足市城区的一月之需。
〔三〕龙头企业开展不快
过去,粮食部门和供销合作社一直是我区农产品流通的主要组织者和承当者,但在方案经济向市场经济转轨的过程中,这些企业纷纷破产倒闭,而新兴的民营农产品加工企业目前虽已开展到了193家,但上规模的龙头企业只有张家界白鹤井茶业有限公司、张家界奥威科技有限公司、张家界农丰麻业有限公司等11家,2023年全年完成增加值8411万元。而其他农产品加工企业几乎停留在家庭作坊上,这种落后的局面限制了农产品的精深加工增值和流通。

〔四〕流通机制不健全
随着人们生活水平的提高和购置能力的增强,人们对食品农产品的要求从平安、卫生进入至新鲜、价廉物美新层次。但是,当前农产品流通管理机制恰恰存在诸多缺乏,缺少较健全的法律法规,市场检测、检疫制度也不完善,致使一些不符合卫生检疫标准的肉食品、水产品、有害农药残留超标的果菜等农产品不断涌入市场,严重危害和威胁着消费者的健康和利益。市场管理不标准,宏观调控能力缺乏,对市场价格波动调节乏力、时效性差。
〔五〕市场信息化建设滞后
一是硬件建设跟不上。目前我区还没有一个市场配备信息设备,连最简单的市场信息发布方式都没有,造成市场信息情报功能缺失;二是信息资源不能共享。缺乏一个把政府、市场、客户和生产者联接起来的网络,市场供求信息不能快速传递。虽然当前涉农部门建立了农业信息网络,但网络在乡、村出现断层,农民不能及时获取信息或获取信息本钱过高,导致农民生产和农产品流通的盲目性。
〔六〕农产品流通半径过小
我区农产品销售呈现出很强的地域限制,大多数农产品在产地附近销售,产品外销的数量并不大,导致了产地的农产品销售不出去、烂在地里或路边的滞销困局,一方面,农民蒙受了经济损失,挫伤了其生产积极性;另一方面,无法满足销地城市居民的消费需求,特别是消费优质农产品的需求。过去几年,

我区柑橘、黄金梨等水果和后坪、大溶溪的大白菜、大坪的土豆等蔬菜出现积压和滞销,有很大一局部就是流通半径过小、流通效率不高所致,并非真的农产品过剩。
〔七〕流通环节过多
以蔬菜流通过程为例,从菜农到消费者手中要经过菜农(生产者)――产地中间商――市场批发商――零售商――消费者等五六个环节,而蔬菜批销的每个环节都要获取一定的利润,流通环节的增多,无形中加大了农产品的本钱,降低了市场竞争力。
二、构建农产品流通体系的几点建议
农产品生产和流通是一个复杂的社会再生产过程,完善农产品流通体系建设应以缩小生产旺多淡少与均衡需求之间的差距为目标,对农产品生产领域和流通领域进行综合调节,促进农产品社会总供给与社会总需求的根本平衡,到达多品种均衡供给。具体来说,搞好农产品流通体系建设,必须在以下六个方面下功夫:
〔一〕构建“生产平台〞,保证流畅物丰
生产是农产品流通的根底,只有生产布局合理,才能实现农产品货源充足、品种丰富、供求均衡。因此,首先必须从生产人手,建立起农产品常年保证体系和市场导向体系,形成合理的生产价格。按照永定区的实际情况,合理规划农产品基地的布局,由封闭式的

“就地生产,就地供给〞转向多层次的“分散生产、区域种植、集中供给〞。一要加强产业基地建设。按照“依托自然资源优势确定主导产业,围绕主导产业建立生产基地〞的思路,实行优势产业集中布局,重点开展蔬菜、果业、烟叶、甘薯四个主导产业,扶持开展生猪、湘西黄牛、药材等特色产业,建设一批专业化、规模化、标准化的优质农产品生产和加工基地。二要稳定农技推广队伍。改革现行用人机制和分配机制,鼓励科技人员创办示范基地和科技效劳机构。大力改进品种,切实抓好蔬菜、脐橙、碰柑、烟叶和生猪良种推广和种养加工实用技术的普及,提高农产品产量、质量。三是推进农产品品牌建设。加大对农产品品牌培植扶持力度,鼓励社会各界申报四大主导产业农产品品牌。抓住和用好机遇,打好现有“熊壁岩〞和“崇山牌〞,积极向上申报无公害农产品、有机农产品和绿色农产品等产业工程。
〔二〕构建“市场平台〞,增强流通功能
市场是联结生产与消费的纽带。建立不同层次的农产品生产基地,不等于实现了生产消费的平衡,还必须通过市场流通环节的调节,使各渠道流人市场的农产品与实际消费需求相适应。

积极向国家争取流通现代化国债贴息和农产品市场建设资金,按照综合、蔬菜、果业、烟叶、生猪的分布格局,重点建好张家界农产品批发市场。通过批发市场吸引生产者、贩运者、批发商、个体菜贩进场交易,产销见面,比质比价,议价议销。并通过完善管理效劳手段,增强其吸引、辐射和吞吐功能,形成调节城市农产品产销平衡的指挥系统,使农产品批发市场成为农产品流通的集散中心、价格中心和信息中心。将供求情况、交易价格等信息通过各种媒体迅速传给生产者和消费者。其次要推进主城区“农贸市场超市化改造〞,引导现有区乡各级集贸市场实行“退路进市〞和“退路进场〞,不断完善大型农产品市场分析、包装、加工、储藏、运输等配套设施功能。再次要依托居民小区,本着便民利民的原那么,开展社区农贸超市、农贸商店等小型零售网点。根据城市居民集散的实际状况,统筹规划网点布局,方便居民消费。梅尼旗下的便民超市连锁店目前在我区已有便民超市分店10多家,遍布城区各街道办事处,主要为顾客提供日常必需的生鲜冷冻商品、副食品、日用品,以其质优价廉深受老百姓的喜爱。
2、培育和开展新型流通企业,实现产销对接
对内引进一批规模大、科技含量高、辐射能力强的加工企业,逐步开展农产品连锁经营,实行农产品产供加销***效劳。对外采用委托销售、产销直挂、连锁经营的方式,积极开拓区内外农产品市场,特别要瞄准省外沿海兴旺大中城市大城市和长三角、珠三角兴旺地区,建立和稳固农产品流通贸易关系,促进农产品外销。完善产销对接链条,鼓励农业部门、龙头企业与国内外科研机构、企业建立技术、销售等协作关系,增强优势产业和流通组织的竞争力。
