摘要
当今世界各衡发展问题。作为世界上最大的发展中国
家,中国区域经济发展不仅存在东、中、西三大差距,而且各区域内的发展也呈现不平
衡之势。因此,研究如何促进欠发达地区经济发展具有重要的实践意义。通过对我国欠
发达地区经济发展动力机制研究,有利于缩小我国各地区之间的差距,实现经济发展水
平的整体增长;使资源能自主合理分配,达到发达地区和欠发达地区共生共赢,增强我
国的国际战略地位;促进民族和谐,维护我国经济繁荣、社会稳定。本文借鉴包括累积
循环因果理论、不平衡增长理论和增长极理论在内的非均衡发展理论;以及包括反梯度
理论、蛙跳式经济增长理论与追赶理论在内的欠发达地区发展战略理论,在对我国区域
发展政策总结和美、日发达地区政策反思的基础之上,跳出对欠发达地区“输血”和“造
血”的传统思路,从要素禀赋、人力资源、文化、政策、制度五种动力因素入手,提出
包括中央政府、地方政府、企业、个人的四种主体推动力,指出聚集过程是促进经济发
展的根本动力机制。最后,以重庆市各区域经济为例进行案例分析,并就如何促进欠发
达地区经济发展提出相应的对策建议。

Abstract
The Problem of unbalanced development is faced by all the countries of the world. As
the biggest underdeveloped country, in where there aren’t only huge gaps between the
East,the Middle and the West area, but also the differences in every areas are existed. To
research on the plan of promoting the economic development of underdeveloped areas will be
an important practical significance. It will be beneficial to our country to shorten the
economic gap between the different parts in it, toincrease the economic growth in all the
districts, to distribute the resources reasonable, at last, to fetch the double-win relationship
between the developed and underdeveloped areas, to enhance international strategic position
of our country, to promote the harmony of the nations in the under
