现代效劳业集聚区是以某一效劳产业为主体,相关效劳
产业相配套,
产业特色鲜明,
空间相对集中,
具有资源集合、
产业集群、效劳集成功能,现代效劳业集聚度到达一定水平
的区域。现代效劳业集聚区是现代效劳业中的新型业态,是
效劳业开展的重要载体。
上海首先提出了现代效劳业集聚区
的概念,并对其内涵不断进行充实开展。
 
现代效劳业集聚区作用
 
            
现代效劳业集聚区具有产业集聚、空间集约、高效连
通的特点,通过合理布局和有效开发,有助于在较短时间内
形成效劳业开展的新高地,推动经济增长方式转变,促进现
代效劳业集约化、节约型开展,有利于实现效劳组织机构的

售和高级公寓相配套,企业总部、地区总部集中,交通通达
性良好的城市中心区域。

是指以研发设计创意、
建筑设计创意、
文化传媒创意、咨询筹划创意和时尚消费创意为主体,通过
创意设计和改造,成为激发创意灵感、吸引创意人才、集聚
创意产业的场所。

目前现代效劳业集聚区形成的主要途径

增设类。对已经国家、
省和市有关部门批准设立、具有
一定规模的物流、动漫、商务、设计、软件、科技等现代服
务业园区〔基地、中心〕
,增设苏州市现代效劳业集聚区。
 
 
 
2.
改造类。对中心城区改造、工业企业“退二进三〞
、老
建筑物保护开发,且已初步形成集聚规模的现代效劳业集聚
区,通过规划指导,设立苏州市现代效劳业集聚区。

五、市级现代效劳业集聚区的扶持政策
 
 
 
经认定设立的苏州市现代效劳业集聚区,享受如下扶持

〔一〕区内效劳业企业享受开发区工业企业相关的税费
优惠;
 
 
 
〔二〕区内效劳业企业投资工程用地享受市重点投资项
目有关土地政策;
 
 
 
〔三〕区内效劳业企业的水、气价格按开发区工业企业
价格标准执行;
 
 
 
〔四〕集聚区建设工程作为市效劳业开展引导资金支持
