摘要:我国新一轮集体林产权制度改革及配套改革已经取得了显著成效。文章利用实地跟踪调研获得的大
量一手数据资料,分析了我国集体林产权制度改革及配套改革的进展情况,侧重探讨了农户经营林地意愿、林
权抵押贷款和林地流转等方面存在的问题,在此基础上提出了相应的政策建议。

The Key Issues on Reform of Collective Forestland Tenure and the Matching
Reform Measures in China

Abstract: The reform of collective forestland tenure and the matching reform measures in China have achieved re⁃
markable results. Using a large unique dataset obtained by field tracking research, this paper analyzes the progress of
the reform of collective forestland tenure and the matching reform measures, and focus on the issues about willing⁃
ness of farmers to manage the forestland, forest tenure mortgage loan and forestland transfers. On this basis, the poli⁃
cy mendations are put forward.
