Historical background:
      70 types of naval submarines are maturing, however, ship building and repair at sea is increasingly failing to repair the Navy's modernization needs. As soon as possible the level of the construction of a modern repair ships at sea, naval equipment and technology in October 1975 the Ministry issued a formal design of the submarine fleet of mobile repair mission statement, there are 708 3 chamber design. The mobile repair fleet mainly by the lifting force of the submarine repair ships and 19,620 kN (2000 tons force) level pontoon (not built), with the Bohai Shipyard. From the beginning of the design, research, feasibility studies, completed the construction of the formal delivery of forces used, which lasted 10 years. It is China's first medium-sized ship repair, ship formerly known as U911.

70年代我国海军潜艇类型日趋完善,然而建船的海上修理和抢修越来越跟不上海军现代化建设的需要。为尽快建造具有现代化水平的海上修理船,海军装备技术部于1975年10月正式下达了潜艇流动修理船队的设计任务书,有708所3室设计。该流动修理船队主要由潜艇修理船和举力19620千牛(2000吨力)级浮船(未建)组成,渤海造船厂建造。从开始设计,调研,论证,建造完毕正式交付部队使用,历时10年。它是中国第一艘中型修理船,原名U911舰。

Performance characteristics:
The ship was independently developed by China, all use of domestic equipment, equipment modernization is plete repair ship at sea. As a dedicated submarine repair ship, is also rare in the international arena.
