摘要
20 世纪 80 年代以来,全球社会政治经济生活中出现的一个新格局深刻地改
变着世界,那就是社会团体等非营利性组织迅速发展并作为国家、企业之外的社
会管理主体广泛参与人类社会各个领域,在促进经济发展、社会文明进步和国家
民主与法制建设方面发挥着重要的作用。
社会团体在我国的发展进展缓慢,没有起到其应有的作用,对其研究也还未
成熟。本文基于此点,在借鉴国内外学者研究成果的基础上,对我国社会团体发
展中存在的问题及对策进行研究。
本文分为四个部分。第一章,介绍选题的背景、意义、国内外的研究综述以
及本文的主要内容和可能的创新点。第二章,介绍社会团体的产生、变迁与原因,
进而深入阐述社会团体的概念、特征与类型,旨在剖析社会团体这一概念这一组
织的本质内涵。同时以转型时期中国社会呼唤社会团体发展和社会团体发展推动
政府改革两项内容说明我国社会团体发展的必要性。第三章,我国社会团体发展
的现状分析,分两个部分论述,一是现阶段我国社会团体发展的主要特点,二是
我国社会团体发展中存在的突出问题。第四章,论述如何加快我国社会团体发展
的对策建议,从政府改革和加强社会团体自身建设两个角度予以探讨。

Abstract
Since the 1980s, in the global socio-political and economic life a new
pattern impacts the world was social groups that developed
rapidly ,one of non-anizations. They ,besids the government and
the
enterprises, participate in munity management of human society in
various fields and play a great role in promoting economic development, social
civilization progress, and democracy construction and the legal system of the
states
Social groups in the slow progress in the development of our country, don’t
play its due research on them is not enough. Based on this point,
referring to domestic and foreign scholars on the basis of research results, the
author trys to study the existing problems and countermeasures in the
development of China's social groups.
This paper is divided into four parts. As well as the main contents and
possible innovation, the first chapter introduces the background, significance and
the domestic and foreign research second chapter introduces
the
formation of social groups, changes and causes, then elabarates the concept of
social groups, characteristics and classification. The aim is to analyze the
essential content of the concept and anization. Then this part exposits the
necessity of the development of social groups when China's society is calling for
the development of an
