ANTI FRAUD AND CORRUPTION STRATEGY AND PROCEDURES
OF LEICESTERSHIRE COUNTY COUNCIL
1. INTRODUCTION
The County Council has a policy statement on its response to the issue of fraud or corruption. This document on strategy and procedures outlines what it proposes to do to prevent fraud and corruption and actions it will take if it is suspected.
For the purpose of this document, the following definitions apply:-
Fraud - Deliberate deception intended to provide a direct or indirect personal gain.
Corruption - The deliberate use of one's position for direct or indirect illegitimate personal gain.
The aim of the strategy is to reduce fraud and corruption to a minimum throughout the County Council and its partnerships by creating a strong and effective anti fraud and corruption culture.
It is very difficult to measure illicit activity in anisation, but particularly in anisation such as a county council that provides a very wide variety of services. In recent years only a very limited number of cases of fraud and corruption have been identified that have resulted in disciplinary action. These have been identified through various aspects of the Strategy including data matching, whistle blowing and financial controls. The County Council does not provide those services that have historically been considered to be at high risk of fraud such as revenues and benefits
