摘要
进入新世纪以来,教育公平问题日益凸显,教育均衡发展问题受到社会各界的普遍关注。实现区域内教育优质均衡发展有多种路径,学区集团化管理便是其中值得关注的一种。
新疆石河子结合本区的实际情况和需求,选择了适合自己的教育均衡发展之路,开始在探索中总结,在探索中前进。本文以新疆石河子学区集团化管理为研究对象,以期在对其进行分析研究的基础上,得出促进学区集团化管理的一般性方法,促进石河子及其他地区学区集团化管理的发展。
本文通过研究具体案例,梳理出学区集团化管理的基本模式、组织架构及制度体系, 并通过问卷调查及访谈调查的方式,对石河子学区集团化管理学校进行了成效与成本收益研究,发现其在管理过程中,具有管理观念陈旧,部分教师及管理者观念尚未适应学区集团化管理模式;管理体制不完善,管理流于表面,学区行政管理权利受到限制;管理过于注重形式,学校文化差异被忽视,师资不足等现象。这些问题影响学区集团化管理效果的正常发挥。
最后结合以上分析和借鉴国内外相关经验,提出以下对策:发挥双赢效益,构建利益共同体的学校联盟;结合地方需求,建立多种形式的法人和专业治理结构;完善竞争激励机制;优化沟通协商机制;健全决策和保障机制。
