摘要
随着我国经济体制改革的推进源于市场的力量对城市规划造成很大的冲击
城市建设屡屡突破传统的空间规划总体规划调控乏力在这种情况下建设部发
出了加强城市近期建设规划的通知试图以此来增强城市规划的综合调控能力提
高规划的有效性政策发布一年多来笔者通过参与近期建设规划的编制和对全国
部分城市近期建设规划工作的调研发现近期建设规划工作在各地的进展并不理
想由此引发了笔者对近期建设规划有效性问题的关注和思考
论文以建设部下文要求编制的本轮近期建设规划的编制作为研究对象针对近
期建设规划编制中存在的问题作深入分析并在此基础上通过对国内外有代表性
的近期建设规划或类似工作阶段的翔实资料进行系统归纳和分类比较对近期建设
规划编制的实践经验进行总结从编制和辅助支撑体系两方面提出增强近期建设规
划有效性的意见和建议
随着社会的不断发展进步新的问题和矛盾也会不断涌现新的研究将会持续
不断的进行本文仅从不同规模城市近期建设规划编制的办法着手对今后我国城
市近期建设规划编制的改进工作提出了一个侧面的研究思路要想使城市规划更
加科学化合理化使规划能充分发挥自身的效用我们还有很多工作要做

Abstract
Along with the transition of China’s economic system from the planned one to the
market-oriented one the dynamic nature of market brings overwhelming shock to the
urban planning. City construction is often in conflict with the traditional spatial planning.
It is evident that the existing official prehensive planning schemes are not
effective in guiding and control development. Under the circumstance the central
government issued the policy document to introduce the short-term development plan in
order to strengthen the regulation on urban development activities and improve the
efficiency of urban planning.
One year later since the policy base on the survey of the policy implementation the
author has found that the results of the short-term development plan drawing-up are not
favorable the topic the efficiency of the short-term development plan is chosen.
The thesis put the short-term development plan which the central government
demanded to draw up as the study object. It analyzes further on the problem existing in
the short-term development plan drawing-up. Base on these through the systematic
induction classification parison towards the internal and external interrelated
materials the author sum up some practical experience of the short-term development
plan drawing-up and propose the relevant solution form two aspects which are the plan
drawing-up and the auxiliary support system to impr
