Abstract

Nowdays, our country walks into a crisis-frequency period. On
the one hand, various kinds of natural crises happened frequently and
made greater losses; on the other hand, all kinds of social critical
incidents occurred often and influenced expanded. The practice
proved that our local government’s crisis management ability is
relatively weak, so most of these crisis happened on the local level.
Therefore, strengthening the local government’s crisis management is
a urgent task. At same time, the local government’ credit power is
descending due to various reason, creating serious influence to crisis
management and the other work.
At present, the researches on the government credit power and
crisis management exist two sides of shortages: first, the researches
focus on the state level and the microscopic statements, rarely on
concrete research about local government; second, the research on the
government crisis management and credit power is totally in a
isolated condition, stayed at describing each present condition and
constructing each system, scarcely make further discussion about both
side’s relation.
This article is started with digging the mechanism of the positive
mutual action between both sides, then discussed the route that can
bring about the two parties’ positive mutual action. It’s beneficial to
promoting the local government’s ability of crisis management and
credit power. And it’s also very useful for the promotion of the local
government’s ability and the construction of harmonious socialism
society.

(1)近年来我国自然灾害损失加剧。我国自古以来就是一个

是一次危机。当前,随着经济的发展,自然灾害给我国带来的损
