腐败由来已久,也为世界各国政府和人民深恶痛绝,随着《联合国反腐败公约》的
生效,反腐败已成为一种全球性的行动。近年来,我国采取了一系列的措施进行反腐败
斗争,但是,形势依然极其严峻。很重要的一点,因为我们缺少一样“反腐利剑”——
家庭财产申报制度。本文首先阐述了家庭财产申报制度的一般理论,包括发展历程、主
要内容、作用等,并结合我国的特点,从执政基础、民主政治和经济改革等方面强调了
构建家庭财产申报制度对我国的特殊意义。然后回顾我国收入申报制度发展历程,重点
分析了我国现行财产申报制度的缺陷。在此基础上,提出健全我国公职人员家庭财产申
报制度就必须制定真正意义上的财产申报法、加强对财产申报的管理、实行财产公示、
加大违法行为的惩处。同时指出,反腐败是一项系统工程,既艰巨又复杂,单靠一项法
律是不可能完成的,必须坚持多管齐下,多项措施全面推进,构筑严密的法律网络。

Abstract
Corrupt long-standing, also abhors for the various governments and the people, along
with “United Nations Anti-Corruption Convention” the activation, the Anti-Corruption has
e one kind of global motion. In recent years, our country took a series of measures to
wage the anti-corruption struggle, but, the situation extremely was stern. Very important,
because we lack are same “the anti-corruption sharp sword ”- -the family asset declaration
system. This article first elaborated the family asset declaration system general theory ,
including the development course、the primary coverage、the function and so on, and unifies
our country’s characteristic, from aspects and so on ruling foundation, vemocrotic politics
and economic reform emphasized the construction family
