II 摘要 i Abstract ii Abstract ii According to the present situation of water saving level, the water potential of regional “ strengthen water-saving plan ” puted, and the water indexes and water demand of Linxia city and Linxia county in“ intermediate program ” level of water saving are forecasted. Through practical investigation, according to the current water projects and planning ones in the future, the available water supply of each planning level years is estimated, and the analysis and calculation on the balance between supply and demand of water resources are carried out. (3) The configuration schemes are set up and the rationalities of the schemes are evaluated. Considered from the two aspects of water supply and water demand factors of2020 and 2030 planning level years of the study area, the water supply factors consider the different water engineering, water demand factors consider the three scenarios that “ basic plan ”,“ middle plan ” and “ strengthen water-saving plan ”. There are five kinds of schemes of water resources allocation. The mended scheme is selected parison with each programs. The rationality of the mended scheme is evaluated by AHP and prehensive evaluation method. In view of the water-need situation of the mended scheme, the available water supply of different water engineering is reasonably allocated. (4) The safeguard measures of water resources allocation are summarized. Engineering security measures are analyzed and summarized from water saving plan, the implementation scheme of water resources protection and increasing water supply scheme.
