摘要

人类社会进入了信息时代,信息已成为不可或缺的生产和生活资料。
作为现代信息主要载体之一的互联网络,正以飞快的速度普及到人们的工
作和生活之中,网民、网络和信息,构成了一个虚幻迷人的网络世界。以
互联网及其应用为标志的社会信息化发展近年来已成为推动我国社会持续
进步的重要力量,但近年来,我国社会信息化高速发展与信息安全相对滞
后的矛盾日益凸显,盗窃、赌博、诈骗、销赃、***秽色情、洗钱等传统违
法犯罪活动借网大量滋生,严重影响、干扰了我国人民群众正常生活。
本文拟从对我国互联网安全现状、网络违法犯罪行为的特点和发展趋
势的分析入手,介绍我国目前互联网络监管体系运行的情况,和西方互联
网发达国家的监管体系,加以对比分析,指出我国互联网络监管体系运行
存在的问题以及形成这些问题的原因,提出我国互联网络监管体系建立应
当遵循的原则和包涵的内容,进而提出建立符合我国网络发展现状和趋势
的监管体系。

The human society has been into the information age. Information has
e an integral part of production and means of subsistence. As one of the
main media of modern information, the is popularizing very fast in
people's work and daily life. Web users, hardware, and information have
constituted an unreal work world.
As the mark of Information-based society?development recent years, the
and its applications have e an important force which promote our
society for sustained progress. Due to the slow development of the Information
security, our Information-based society?which developed in high speed recent
years meets much problems day by day.
Theft, gambling, fraud, fence, pornography, money laundering and other
illegal crime have brought out by work, which seriously affected and

disrupted the daily life of the masses of our people.
This article focuses on our national security situation, work
illegal criminal acts characteristic, and the trend of development analysis obtains.
It also introduces the situation of our country present supervision
system movement, and supervision systems of Western developed
country.
Comparative analysis of them, the author also points out the problem of our
country supervision system and its causes.
