一、本市入伍、非本市入伍退役士兵的安置政策
1、本市入伍，是指应征青年在本市十二个县市区（高新技术开发区由蒸湘区武装部征集），根据《兵役法》征集农村或城镇入伍的义务兵。根据《兵役法》第五十六条“义务兵退出现役后，按照从哪里来、回哪里去的原则，由原征集地的县、自治县、市、市辖区的人民政府接收安置”的规定，“家居农村的义务兵退出现役后，由乡、民族乡、镇人民政府妥善安排他们的生产和生活”；符合安排工作条件的“家居城镇的义务兵退出现役后，由县、自治县、市、市辖区的人民政府安排工作，也可以由上一级或者省、自治区、直辖市人民政府在本地区内统筹安排”的规定进行安置。
2、非本市入伍，是指在外省、地市入伍的义务兵和士官。从外省、地市入伍的义务兵和士官，按照“从哪里来、回哪里去的原则”由原征集入伍地接收安置；非本市入伍三期以上的转业士官，是指符合《士官退出现役安置暂行办法》有关规定且自愿申请随配偶在本市安排工作的人员。
