究基础上，详细阐述了黑龙江省的就业现状及其失业形式，认真探讨了黑龙江省
失业与再就业困难的原因所在，以可信的数据为支撑对黑龙江省未来就业形势进
行了预测，同时针对失业原因提出了扩大就业的对策，为改善黑龙江省就业状况
提供参考。

Abstract
During the process of economic restructuring, upgrading of the industrial structure
and international financial crisis, unemployment is a key question that we must settle
immediately. The reason is that unemployment affect people’s vital interests, relate to
stability of reform and opening-up, and also relate to the magnificent goal of building a
harmonious society. The thesis is on the basis of an in-depth research of the classical
theory of employment, generalizes the present situation of employment and the forms of
unemployment, analysis the causes of unemployment and the difficulties of
reemployment. The fourth part predicts the employment situation of Heilongjiang
province in the future on the basis of reliable data. At last, it offers specific measures to
solve the unemployment according to the causes of unemployment, provides the
references to improve the situation of employment.
