司法行政警察人力资源管理初探

摘要

本文把司法行政警察作为一个整体对象来看待,从现代人力资源
管理的视角,观察和分析当前我国司法行政警察人力资源管理的现
状,并运用人力资源管理的基础理论进行具体分析,找出了现行的体
制中存在的不足,主要有:人力资源规划、绩效管理、人才流失和激
励机制等四个方面的问题,并进一步探究产生问题的原因,制定针对
性措施。在翻阅大量国外监狱人力资源管理资料、与我国司法行政警
察管理进行比较的基础上,试图构思一种新的分类管理和教育培训的
方法。
对照现行的司法行政警察管理体制,本研究试想把警察划分成行
政管理类、专业技术类、安全警戒类、后勤保障类等四大类,并根据
分类制定这四类警察职务等级的发展步骤及在待遇方面应遵循的原
则。力图使司法行政人民警察的实际待遇水平,与他们的任职资格和
工作职责密切结合,而不只是简单的以他们是否具有警察身份来看
待。论文把现行的警察培训制度归纳为四个大类,即初任培训、学历
教育、专业知识和技能培训及实用技能训练,对现行制度提出了改善
的措施和对策。

IN JUDICIAL AND EXECUTIVE SYSTEMS



ABSTRACT


This thesis regards the policemen in judicial and executive systems
as a whole, from the perspective of human resource management,
observes and analyzes the current situation of human resource
management of policemen in judicial and executive systems in China and
then makes a detailed analysis of it. The problems fall into four aspects
such as planning of human resources, performance management, talent
drain and lack of motivation mechanism, by drawing on the basic theory
of human resource management. The thesis probes into the root cause by
means of applying the theory of human resource management in public
department. The author sets forth some solutions to these problems and
designs a brand new classification management and a mode of education
and training by reading a large quantity of literature on management of
policemen working in foreign prisons and making parison with
management of policemen working in judicial and executive systems.
In contrast to the current police management in judicial and executive
systems, the author classifies policemen under the following four types:
executives, technicians, guards and assistants. And according to this
