摘要
对于企业来讲,人力资源开发战略与管理离不开培训体系的建立,建立良好的培训需求体系,才能使企业和员工更好地发展。
本文对我国国有企业目前的员工培训现状进行分析,结合培训的概念及理论研究,分析了目前国有企业员工培训存在的问题及原因,然后重点以国企管理人员为对象,分析该如何建立一个有效的培训方案,包括对国企管理人员的类型和对策,培训内容的选择,培训需求分析和培训方法的选择的分析来确定一个初步方案,再对培训方案评估修改,最终制定出一个有效的培训方案。提出了针对国有企业员工培训的一系列有效的措施。
员工培训是企业最好的投资,其效果已超出了在厂房、设备及其它硬件环境方面的投入。企业所增强的决不仅仅是点滴的提升,而是企业竞争能力的跃升。最终形成的企业和员工双赢局面。

Abstract
For enterprises, human resource development strategies and management training system is the establishment of a good system of training needs, will enable enterprises and employees to better development.
