Developed regions will further advance their information work, while hospitals in undeveloped regions will be in a position to take advantage of these current initiatives. According to the 2007 survey of 3,765 hospitals information systems across China by the Center for Statistics and Information Center, Ministry of Health, hospital-level systems based on billing and administration have been installed in more than 80% of hospitals in China. Supporting the Ministry of Health’s current focus on patients and improving the quality of medical service, hospitals in all levels are strengthening their informationefforts to reduce people’s difficulty in “seeing the doctor”. Hospital information systems will help optimize the clinic process, reduce patients’ waiting time, introduce one-stop registration and simplified billing processes, introduce filmless/paperless capability, all leading to simplifying the clinic process and eliminating the “three-long and one-short” phenomena (long time to register, long wait to see a doctor, long wait to receive their drugs but only a short time with the doctor).
