Abstract: The essay introduces the Northeast old Industrial base the promotion and attracting investments's elementary knowledge simply, the analysis of the Northeast old Industrial base's attracting foreign investment brings in foreign capital the realistic situation, as well as several aspect problems with the attracting investments activity. What’s more,it also analyzes the Northeast old Industrial base’s history and realistic condition and the necessity of promoting the Northeast old Industrial base simply, and proposes the absorption attracting investments superiority and the inferiority according to the Northeast old Industrial base's condition. In addition, for the question which appears in view of the Northeast old Industrial base attracting investments activity, I proposed some suggestive viewpoint, including how namely the government should apply each method to play own macroeconomic regulation and control role, so that better development attracting investments activity can be held,so as to promote economy development.
